An Uncommon Approach to Economic Development

Here’s an interesting NYTimes article about an anonymously funded program in Kalamazoo, Michigan which provides any child who graduates from high school with a scholarship to Michigan’s public universities.  Apparently the donors see this as an economic development tool for the whole community – giving current residents a reason to stay in a declining industrial town, and new residents a reason to move there.  It also encourages long-term stays in the city, since only students who start in kindergarten get the full scholarship – those who start later get funded on a sliding scale.
